Government Launches New £25m Planning Delivery Fund

The Department for Communities and Local Government is inviting local authorities and third sector organisations to apply for funding to help deliver much-needed new homes and infrastructure across England.

The new £25 million Planning Delivery Fund has been established to support ambitious authorities in areas of high housing need to plan for new homes and infrastructure, equipping them with the resources needed to deliver the agenda set out in the housing white paper of February 2017 and the Autumn Budget.

The initial allocation of £11 million will be open to bids, equally split over the financial years 2017-18 to 2018-19, and administered under three dedicated funding streams: a Joint Working Fund, a Design Quality Fund, and an Innovation Fund. The Government says it ‘expects to issue a further prospectus for the remainder of the fund in due course’. All local planning authorities can bid for the three funding streams.

Third sector organisations (on their own or in partnership with Local Authorities) are also invited to submit proposals to the Innovation Fund, which will provide funding to stimulate and support innovation in the way planning services are delivered. The amounts awarded will be made depending on the volume and quality of bids.

This funding is intended to help councils gain the skills or capacity they need to deliver high quality housing growth at scale, pace and implement wider planning reforms. The fund is aimed at encouraging more innovation in the design quality of new housing developments. Design advice and support will also be provided to local authorities.

Funding is also offered to local authorities and third sector organisations (in partnership with local authorities, or on their own) to stimulate and support innovation in the way planning services are delivered.

Commenting on the new fund, Housing and Planning Minister Alok Sharma said:

“Locally-led developments have enormous potential to deliver the scale and quality of housing growth that we need. By supporting our local authorities, we will be able to unlock more homes where people want to live.

“These measures including the £25 million of government support which will help develop new communities that will not only help deliver high-quality well-designed homes, but will also bring new jobs and facilities and a boost to local economies.”

The deadline for expressions of interest is 11 January 2018.
